Appointments to Committees and Outside Bodies

 

Report of the Assistant Chief Executive (Legal and Democratic Services)

 

1.0

 

Purpose of the Report

 

1.1

To enable appointments to Committees and Outside Bodies to be considered.

 

2.0         Background

 

2.1         At the Annual General Meeting of the Council on 18 May 2022, appointments to committees and Major Outside Bodies were made.  Since that time, a number of changes have been proposed, as detailed in this report.

 

3.0         Audit Committee

 

3.1         The North Yorkshire Independent Group is currently represented on the Audit Committee by County Councillor Lindsay Burr MBE.  It is proposed that County Councillor Lindsay Burr MBE stands down from the committee and is replaced by County Councillor Stuart Parsons.

 

3.2         Audit Committee met on 27 June 2022 and resolved that the term of the independent co-opted members of Audit Committee be extended to 30 November 2023, subject to the approval of full Council.  The independent co-opted members are:

 

·         Nick Grubb

·         David Marsh

·         David Portlock.

 

3.3         Audit Committee also resolved at that meeting to appoint County Councillor George Jabbour as its Vice-Chairman, to serve until the Council elections in 2027, subject to the approval of full Council.

 

4.0         Children and Young People’s Overview and Scrutiny Committee

 

4.1         The Chairman for the Children and Young People’s Overview and Scrutiny Committee was not confirmed at the AGM on 18 May 2022.  The Liberal Democrat and Liberal group have nominated County Councillor Barbara Brodigan.  Once appointed, the Chairman would serve through to the end of this Council in May 2027.

 

5.0         Pension Board

 

5.1         The role of the Board is to monitor the governance arrangements for the administration of the North Yorkshire Pension Fund and compliance with the appropriate legislation. Any concerns are then raised with the Treasurer of the Fund and the Pension Fund Committee. The Board regularly monitor the administration of the Fund, internal audit, the Risk Register for the Fund and a number of other governance issues to ensure compliance.

 

5.2         Simon Purcell was reappointed to the Pension Board, at their last meeting, as a Scheme Member Representative for UNISON, subject to the approval of full Council.

Recommendation

 

That County Council agrees the following appointments, for the period to the end of this Council in May 2027 (unless otherwise specified):

 

·         County Councillor Stuart Parsons to the Audit Committee, in place or County Councillor Lindsay Burr MBE who stands down

·         That the term of the three independent co-opted members of Audit Committee be extended to 30 November 2023

·         That Simon Purcell be reappointed to the Pension Board, as a Scheme Member Representative for UNISON

·         The Chairman of the Young People’s Overview and Scrutiny Committee be appointed.
